DGD is General a Directorate under the Ministry of Foreign Affairs and Cooperation of Rwanda, established by national Government after realizing its Diaspora potentials and role they can play in Rwanda development process and in view to involve its nations around the world in the national development.

The existence of a Diaspora institution has been reaffirmed by the cabinet meeting of February 28^th, 2007 and reinforced into a General a Directorate from the 20^th June 2008 cabinet decisions.
