The criminal record is issued from the office of the prosecutor general and Diaspora members are required to provide a recommendation letter from the Diaspora General Directorate. 

The following are the requirement for the DGD recommendation:

Ø  Application letter addressed to the prosecutor General

Ø  To be Rwandese

Ø  To be a member of Rwandan Diaspora

Ø  To hold Rwandese documents (ID, Passport or Consular card)

Ø  A certified power of attorney, given to a relative in Rwanda

Ø  To hold host country documents (residence permit)

Ø  Two colored passport photos
