The Diaspora is often seen as a resource that countries of origin can tap into for their development needs. In the Diaspora, reside some of the most educated, entrepreneurial and wealthy of a country’s citizens. If they are encouraged to return, or at least invest in their home country, considerable developmental impact might be expected. Rwandans in the Diaspora are playing an increasing role in Europe and all over. Playing active role in both the public and private sectors, they are expanding their knowledge and skill base. We could start addressing the increasing dearth of professionals in our country by devising measures that would encourage and facilitate the transfer of skills to the country. The Diaspora Skills Transfer is mainly to address critical shortages in different areas of health, education and Rural Development. The programmes (MIDA, VSO, Internship) enables skilled, experienced and educated Rwandans living outside the region to return on a short term basis and assist with developing human skills and institutional capacities in health and education sectors. The transfer of skills and the development of linkages with the region provide sustainable support for reconstruction in the country and reconnection with those outside Rwanda.
